Journal «Measurement Standards. Reference Materials» first published on October, 2005 under title «Reference Materials». Originally, the founder of journal was Ural Institute for Metrology (UNIIM, Yekaterinburg). The decision to rename the journal was made in 2020, new name is «Measurement Standards. Reference Materials». At the same time, the founder of journal changed, new one became D.I. Mendeleev Institute for Metrology (VNIIM, St. Petersburg). However, the editorial office is still based at Ural Institute for Metrology (UNIIM-VNIIM, Yekaterinburg).
The journal «Reference Materials» was registered by Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor): the mass media registration certificate PI № FS 77-55765 of 28 May, 2005. The transliteration from Russian is «Standartnye obrazcy». ISSN print: 2077-1177.
After name was changed to «Measurement Standards. Reference Materials» journal was registered by Roskomnadzor: the mass media registration certificate … of … May, 2020. The transliteration from Russian is «Etalony. Standartnye obrazcy».
In the 2005, the head editor became Vladislav V. Leonov, Dr. Sci. in Physics and Mathematics (https://famous-scientists.ru/6496/). Since 2013 the head editor is Sergei V. Medvedevskikh, PhD (Eng.).
The list of editorship consists of native and foreign scientist conducting researches in field of new information technologies development and implementation in the learning process. I. E. Dobrovinsky, V.I. Paneva, E. V. Osintseva, A.N. Atanov, V.V. Stepanovskikh, V.I. Donbaeva, Y.I. Didik, I.E. Vasilieva – all of them made a significant contribution of development of the journal in various times.
The most important tasks of the journal are generalization of scientific and practical achievements in the field of metrology and related sciences, connected with issues of development and implementation of new standards of units of measurement as well as issues related to reference materials for composition and properties of materials on territory of the Russian Federation and outside; scientific and practical qualification improvement for metrologist specialists.
Scientific concept of the journal assumes coverage of issues related to researches in search and usage of new physical and chemical effects with aim of creating and improving existing methods and means of measurements of high-accuracy, reference materials as a tool of transmitting of units and also new ideas in issues of creating and usage of reference materials, used regulatory documents and international activities related to reference materials and means of measurement of high-accuracy.
The journal accepts documents and materials of original articles, materials in nature of analytical, researching, scientific-methodical, advisory and informative; translations of published in foreign journal articles; reviews; events’ commentary and reports.
Since 2010, the journal «Reference Materials» included into list of publications recognized by the Higher attestation Commission of the Ministry of education and science of the Russian Federation, that permitted to candidates of the scientific degrees to publish their researches and carry to the wide range of specialists their thoughts and ideas as well as to get unofficial support from members of scientific society.
Nowadays the journal included into:
- List of Russian reviewing scientific journals, that must publish the basic scientific results of dissertations for academic degrees (PhD, D. Sc.) for fields of: 05.11.00 - instrument manufacture, metrology and information measurement instruments and systems (Also 01.04.00 – physics, 02.00.00 – Chemistry, - until the 1st of January, 2018);

- «Directory of Open Access Journals» (DOAJ);
- «CrossRef» system (every publication of each field of science get its own index – DOI);
