Aim and Scope
The mission of the journal “Measurement Standards. Reference Material” is to provide an open platform for the exchange of scientific and applied information on the results of theoretical, experimental and applied research between researchers, scientists, engineers and developers, producers and users of metrological services in the interests of applied science. Free and open access to research results increases the global knowledge exchange.
The purpose of the journal is to accumulate scientific and technical knowledge and provide readers in Russia and abroad with open free information on current issues in the field of metrology and interdisciplinary sciences related to the development, implementation and application of standards of physical units and reference materials for the composition and properties of substances and materials.
The objectives of the journal:
— to present scientific and applied information on the results of the conducted research to the readership; to provide the scientific community with up-to-date professional information;
— to provide free open access to research results, thereby enhancing the increase in global knowledge sharing;
— to provide quality content by carefully selecting articles taking into account the relevance of the topic and the reliability of the materials submitted;
— to ensure transparency of the publication process for authors, compliance with international publication ethics standards for all participants and at all stages of the publication process;
—to develop international cooperation, promote and disseminate information on the progress in the activities of Russian authors within the international professional community.
Scientific concept of the journal.
The articles present domestic and international experience in the development, creation, improvement and application of standards, methods and means of high-precision measurements and reference materials. The article covers the problems and achievements in the field of finding new ones, as well as the use of physical and chemical effects for the purpose of developing, improving and applying:
- existing methods and instruments of measuring standards, methods and means of high accuracy;
- reference materials as means of transmitting measurement units characterizing the physico-chemical parameters of substances and materials;
- approaches to the issues of developing and applying standards of physical measurement units and reference materials;
- methods of measuring, testing, verification and calibration of measuring instruments;
- regulatory documents in the field of metrology.
Publication in the journal is free of charge for authors.
The editorial board does not charge authors for the preparation, placement, or printing of materials.

Materials related to the development, implementation and improvement of standards of measurement units. Results of research aimed at the development and improvement of methods and means of reproduction, storage and transfer of measurement units.

"Measurement Standards. Reference Material" provides immediate open access to its content based on the following principle: free open access to research results contributes to increasing the global exchange of knowledge.
The Open Access Policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the Internet, permitting all users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, transfer them as data for software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inherent in gaining access to the Internet itself.

The procedure for evaluating manuscripts submitted to the editorial board of the journal “Measurement Standards. Reference Material” is as follows:
About 30% of all submitted manuscripts are accepted in the original author's version. The processing time for manuscripts from receipt to printing is 18-34 weeks.
Initial review of the manuscript for compliance with journal requirements
Level 1 — mandatory for all manuscripts. The secretary reviews the article for compliance with the requirements for the design in accordance with the rules for authors, as well as checks for borrowed text using the Antiplagiat system. The permissible volume of citations (correct borrowing) is no more than 30% of the total volume of the article. The requirement does not apply to review articles that require a larger number of citations. Such materials are reviewed by the editors on an individual basis. Texts containing more than 30% of the author's corresponding scientific materials (dissertation, abstract, monograph, previous publications in journals and collections) are not accepted for publication. In case of multiple incorrect borrowings, the editors act in accordance with the COPE rules.
Level 2 — mandatory for all manuscripts. The secretary sends the article to the members of the editorial board to assess the article’s compliance with the scientific scope of the journal. The members of the editorial board decide whether to accept or reject the article. The decision period is 1 week.
Peer-Review
Level 3 — mandatory for all scientific manuscripts — mandatory double anonymous (“blind”) peer review (the reviewer and the author do not know each other’s names). Materials from the following categories are not reviewed: News; Editorial note; Review; Conference materials; Brief report; Correspondence; Personalities; Interviews; Translations.
The secretary assigns a number to the article and sends it to the reviewer without giving information about the author (full name, position, place of work). Reviews are registered under the same number. The review is confidential and is provided to the author without a signature or indication of the reviewer’s last name, position, or place of work.
The articles are reviewed by members of the editorial board and editorial council, as well as by invited and independent reviewers - leading experts in the relevant field in Russia and other countries. All reviewers are recognized experts in the subject of the reviewed materials. The decision to select a particular reviewer to conduct the article's examination is made by the editor-in-chief and members of the editorial board. The review period is 2–8 weeks, but it can be extended at the request of the reviewer.
The editorial board selects a reviewer taking into account potential conflicts of interest: thus, a reviewer cannot be a scientific supervisor, subordinate or employer of the author, co-author of previous articles, or a relative of the author.
For articles authored by the editor-in-chief, deputy editor-in-chief, members of the editorial board or editorial council of the journal, review is necessarily carried out only by two external reviewers; in such cases, the reviewers are selected by another member of the journal's editorial board.
Each reviewer has the right to refuse to review if there is a possible conflict of affecting the perception and interpretation of the manuscript. Reviewing is voluntary and free of charge.
In accordance with the policy of the journal, full texts of reviews of all published articles are uploaded along with articles to the Scientific Electronic Library (eLIBRARY.ru). The text of the review and personal data of the reviewers remain hidden for library users.
Reviewers should follow the adopted editorial policy of the journal “Measurement Standards. Reference Material” on compliance with ethical standards based on international recommendations (The Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), the Association of Scientific Editors and Publishers (ANRI)).
The editorial board of the journal has developed recommendations on the structure of the review (review form) of a scientific article submitted to the editorial board of the journal “Measurement Standards. Reference Material.” The reviewer should determine the correspondence of the material with the scope and subject matter of the journal; briefly describe the issue of an article; evaluate the degree of relevance, originality and significance of the obtained results, compliance with modern scientific and theoretical achievements; comment on the comprehensibility of used terms and style, the composition of the material and clarity of charts, diagrams, illustrations and formulas; and point out the relative strengths and weaknesses of an article.
In addition to assessing the content of the article, an assessment of the quality of the presentation of the material should be made: the volume of the article, the presence and informative value of the abstract and keywords in Russian and English, the bibliography and footnotes. The final part of a review contains a recommendation is given on the advisability of publishing the presented article or on the need to revise it based on the comments made.
If a review indicates the need for correction, the article is sent to the author for revision. If the review contains recommendations for correction and revision of the article, the secretary sends the text of the review to the author with a proposal to take them into account when preparing a new version of the article or to refute them in a reasoned manner (partially or completely). The author re-submits the revised (reworked) article to the reviewer. The author's revision period is 2–8 weeks.
In case of refusal to revise the materials, the authors should notify the editors in writing or verbally of their refusal to publish the article. If the authors do not return the revised version after 12 weeks from the date of sending the review, the editors will remove it even in the absence of information from the authors. In such situations, the authors are sent a corresponding notification about the removal of the manuscript from registration due to the expiration of the revision period.
If one of the reviewers recommends refusing the article, the journal secretary sends an encrypted version of the article to all members of the editorial board. The members of the editorial board decide to accept the article for publication after revision or refuse it within 1 week. The final decision on refusing or publication of the article is made by the editor-in-chief taking into account the opinions of the reviewers and the editorial board. An article not recommended for publication will not be accepted for re-examination. Notification of refusal in the publication is sent to the author by e-mail.
If the author and reviewers have irresolvable disagreements regarding the text of the article, the editorial board and editor-in-chief/deputy editor-in-chief have the right to send the manuscript for additional review. The additional review period is 2–3 weeks. In conflict situations, the decision is made at a meeting of the editorial board. The final decision is made by the editor-in-chief.
After the editorial board has decided to publish an article in the journal “Measurement Standards. Reference Material,” the editorial board informs the authors about this and indicates the planned publication dates.
Reviews are kept in the editorial for 5 years and can be transferred to the Ministry of Science and Higher Education of the Russian Federation upon request.
Completion of the manuscript
Level 4 — mandatory for all manuscripts. After receiving a positive review, the literary editor checks the text for compliance with the academic writing style within 1 week. Academic writing is a special style used in scientific works, and its purpose is to convey information in a precise, logical and convincing manner. The literary editor also checks the lexical, grammatical, syntactic and punctuation structure of the text.
If necessary, the author is given constructive recommendations to modify the structure of the text, make the language clearer, facilitating reading and understanding. Particular attention is paid to the referencing format and the design of literary references. The author should revise the text within 4 weeks.
After approval by the literary editor, the revised text is sent to the editorial board for a final decision on publishing the article (1 week), and then the article is sent for layout (4 weeks).
Authors are not charged for reviewing and publishing articles.

Publication Ethics
The Journal’s editorial policy is based upon traditional ethical principles of Russian academic periodicals. It supports the Academic Periodicals Ethical Codex, stated by the Council for the Ethics of Scientific Publications of Association of Scientific Editors and Publishers (ANRI) (Russia) and is informed by ethical standards of editing and publishing confirmed by the Code of Conduct and Best Practice Guidelines for Journal Editors and Code of Conduct for Journal Publishers developed by Committee on Publication Ethics (COPE).
Introduction
1.1. Publication in peer-reviewed journals serves many purposes outside of simple communication. It is a building block in the development of a coherent and respected network of knowledge. For all these reasons and more it is important to lay down standards of expected ethical behavior by all parties involved in publishing: Author, Journal Editor, Reviewers, Publisher and Scientific Society
1.2. The Publisher not only supports and invests in scientific communications, but is also responsible for ensuring that the work published complies with all current guidelines.
1.3. The Publisher takes its duties of guardianship over the scholarly record extremely seriously. Our journal presents an impartial "report" of the development of scientific thought and research, so we recognize our responsibility for the proper presentation of these "reports", especially in terms of the ethical aspects of publications outlined in this document.
Duties of the Editors
2.1. Publication decision.
The reliability of the manuscript and its scientific significance should always form the basis for the decision to publish. The decision to reject or publish an article is made by the editor-in-chief, taking into account the opinions of reviewers and the editorial board.
2.2. Fair play.
The Editor should evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the Authors.
2.3. Confidentiality.
The editorial staff, the Editorial Board and the Editorial Council of the journal “Measurement Standards. Reference Material” must not disclose any information about a submitted manuscript to anyone other than the Author, Reviewers, potential Reviewers, other Editorial advisers, and the Publisher, as appropriate.
2.4. Disclosure and Conflicts of Interest.
2.4.1 Unpublished materials disclosed in a submitted manuscript must not be used in the Editor’s own research without the written consent of the Author. Information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
2.4.2. Editors should recuse themselves from considering manuscripts in case of conflicts of interest resulting from competitive, collaborative, or other interactions and relationships with Authors, companies, and possibly other organizations connected to the paper.
2.5. Vigilance over the published record.
The Editor presented with convincing evidence that the statements or conclusions of a published paper are erroneous should coordinate with the Publisher (and/or society) to promote the prompt publication of a correction, retraction, expression of concern, or another note, as may be relevant.
2.6. Involvement and cooperation in investigations.
The Editor should take reasonably responsive measures when ethical complaints have been presented concerning a submitted manuscript or published paper, in conjunction with the Publisher (or society). Such measures will generally include contacting the Author of the manuscript or paper and giving due consideration of the respective complaint or claims made, but may also include further communications to the relevant institutions and research bodies.
Duties of the Reviewers
3.1. Contribution to Editorial Decisions.
Peer review assists the Editor in making editorial decisions and through the editorial communications with the Author may also assist the Author in improving the paper. Peer review is an essential component of formal scholarly communication and is at at the heart of the scientific method.
3.2. Promptness.
Any selected Reviewer who feels unqualified to review the manuscript or knows that its prompt review will be impossible should notify the Editor of the journal “Measurement Standards. Reference Material” and excuse themselves from the review process.
3.3. Confidentiality.
Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except those authorized by the Editor.
3.4. Standard and objectivity.
Reviews should be conducted objectively. Personal criticism of the Author is inappropriate. Reviewers should express their views clearly with supporting arguments.
3.5. Acknowledgement of Sources.
The Reviewers should identify relevant published work that has not been cited by the Authors. Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. The Reviewer should also call to the Editor’s attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.
3.6. Disclosure and Conflict of Interest.
3.6.1. Unpublished materials disclosed in a submitted manuscript must not be used in the Reviewer’s own research without the written consent of the Author. Information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
3.6.2. The Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Duties of the Authors
4.1. Requirements аor Manuscripts
4.1.1. The Authors of the original research should present an accurate account of the work performed, as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
4.1.2. Reviews should be accurate and objective.
4.2. Data Access and Retention.
Authors may be asked to provide the raw data in connection with a paper for editorial review.
4.3. Originality and Plagiarism.
4.3.1.Authors should ensure that the work presented is entirely original and, if the work or statements of other Authors have been used, this has been appropriately cited or quoted.
4.3.2. Plagiarism takes many forms, from ‘passing off’ another’s paper as the Author’s own paper, to copying or paraphrasing substantial parts of another’s paper (without attribution), to claiming results from research conducted by others. Plagiarism in all its forms is unethical and unacceptable.
4.4. Multiple, Redundant or Concurrent Publication.
4.4.1. An Author should not in general publish manuscripts describing essentially the same research in more than one journal of primary publication. Submitting the same manuscript to more than one journal concurrently is unethical and unacceptable.
4.4.2. In general, an Author should not submit a previously published article for consideration in another journal.
4.4.3. Publication of some kinds of articles (e.g, translations) in more than one journal is sometimes justifiable, provided certain conditions are met. Authors and Editors of the journals concerned must agree to secondary publication, which must reflect the same data and interpretations of the primary document.
The primary reference must be cited in secondary publication. Further detail on acceptable forms of secondary publication can be found at www.icmje.org.
4.5. Acknowledgement of Sources.
Proper acknowledgment of the work of others must always be given. The Authors should cite publications that have been influential in determining the nature of the reported work. Information obtained privately, as in conversation, correspondence, or discussion with third parties, must not be used or reported without explicit, written permission from the source. Information obtained in the course of confidential services, such as refereeing manuscripts or grant applications, must not be used without the explicit written permission of the Author of the work involved in these services.
4.6. Authorship of the Paper.
4.6.1. Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as Co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.
4.6.2. The Author should ensure that all appropriate Co-authors and no inappropriate Co-authors are included on the paper, and that all Co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
4.7. Hazards and Human or Animal Subjects.
4.7.1. If the work involves chemicals, procedures or equipment that have any unusual hazards inherent in their use, the Author must clearly identify these in the manuscript.
4.7.2. If the work involves the use of animal or human subjects, the Author should ensure that the manuscript contains a statement that all procedures were performed in compliance with relevant laws and institutional guidelines and that the appropriate institutional committee(s) has approved them. The Authors should include a statement in the manuscript that informed consent was obtained for experimentation with human subjects. The privacy rights of human subjects must always be observed.
4.8. Disclosure and Conflicts of Interest.
4.8.1. All Authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript.
4.8.2. Examples of potential conflicts of interest which should be disclosed include employment, consultancies, stock ownership, honoraria, paid expert testimony, patent applications or registrations, and grants or other funding. Potential conflicts of interest should be disclosed at the earliest possible stage.
4.9. Fundamental errors in published manuscripts.
When the Author discovers a significant error or inaccuracy in a published work, it is the Author’s obligation to promptly notify the Editor of the journal “Measurement Standards. Reference Material” and cooperate with Publisher to retract or correct the paper. If the Editor or the Publisher learns from a third party that a published work contains a significant error, it is the obligation of the Author to promptly retract or correct the paper.
Duties of the Publisher
5.1. The Publisher should adopt policies and procedures that support the Editors, the Reviewers, and the Authors of the journal “Measurement Standards. Reference Material” in performing their ethical duties under these ethics guidelines. The Publisher should ensure that the potential for advertising or reprint revenue has no impact or influence on editorial decisions.
5.2. The Publisher should support the journal “Measurement Standards. Reference Material” Editors in the review of complaints about the ethical issues and help interact with other journals and/or publishers where this is useful to the Editors.
5.3. The Publisher should develop codes of practice and inculcate industry standards for best practice on ethical matters, errors and retractions.
5.4. The Publisher should provide specialized legal support (opinion or advice) if necessary.
Disclosure and Conflict of Interest
All participants in the peer review and publication process should consider and disclose all relationships that might be considered as potential sources of conflict of interest, namely:
— financial relationships (e.g. employment, consultancies, stock ownership, royalties, patents, or paid expert opinions);
— personal relationships and rivalries, academic competition and intellectual belief.
Authors
All authors are required to disclose all financial and personal relationships that have influenced or could influence their work by indicating them in the Author Agreement and in the submitted manuscript, namely:
— the presence or absence of conflicts of interest of the authors;
— sources of support for this work (funding), including sponsors, if any — also an explanation of their role in the development of the study plan; collection, analysis, and interpretation of data; writing of the report; the decision to submit the report for publication; or a statement that the source of support had no such involvement.
Reviewers
Reviewers should not review manuscripts if they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the Authors, companies, or other organizations connected to the submitted manuscript.
Editors and staff of the journal
Editors and staff of the journal must recuse themselves from editorial decisions if there is a conflict of interest related to the articles under consideration.
Unpublished materials disclosed in a submitted manuscript must not be used in the Editor’s own research without the written consent of the Author.
Information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Plagiarism Detection
The journal “Measurement Standards. Reference Material” uses native Russian-language plagiarism detection software Antiplagiat. In case of detection of multiple borrowings, the Editorial Board follows the rules of the Association of Scientific Editors and Publishers (ANRI) and COPE guidelines.
Simplified Submission Policy “Your Paper, Your Way”
The journal “Measurement Standards. Reference Material” has joined “Your Paper, Your Way” initiative, which simplifies the requirements for the format of a manuscript at the stage of submission to the journal.
You can submit your manuscript to the journal for initial consideration and peer review as a single Word file without special editing in any format along with the necessary documents (cover letter and checklist for the appropriate study design). Tables and figures are included in the text of the manuscript and should be accompanied by a legend. The manuscript must contain all the necessary components, according to its type.
Only when your manuscript moves to revision, you will be asked to bring it into the “journal format” and provide all the elements necessary for the publication.
The main requirements for submitting a manuscript according to the principle “Your paper - your way”:
1. Authors submit their entire manuscript, including text, figures and tables in one file.
2. Tables and figures must be of sufficiently high quality and have a legend.
3. The manuscript must contain the essential elements required for the appropriate type of manuscript.
4. Bibliographic references may be in any uniform style or format. The name(s) of the author(s), title of the journal/book, title of the article, year of publication, volume and issue/chapter of the book, pagination, DOI should be indicated. Authors will be asked to issue bibliographic references in the style adopted in the journal at the stage of finalizing the manuscript before publication.
5. When the manuscript is under revision and corrections after the successful completion of the review, the authors will be asked to provide all the elements that are necessary for publication, such as source files of graphics and images in an editable format.
Preprint and Postprint Policy
The editorial board of the “Measurement Standards. Reference Material”allows authors to post the manuscript as a preprint before submission for review and to archive independently their articles in disciplinary and institutional repositories.
Preprints
The editorial board of the “Measurement Standards. Reference Material” encourages uploading preprints on preprint servers. The Committee on Publication Ethics (COPE) defines a preprint as 'a scholarly manuscript posted by the author(s) in an openly accessible platform, usually before or in parallel with the peer review process.'
A preprint publication shall not be considered duplicate publication nor shall it influence the editor's decision to publish it in the “Measurement Standards. Reference Material”.
The author must notify the editorial board of the “Measurement Standards. Reference Material” about the posted preprint at submission of the manuscript for review, furnishing a link to the preprint with its DOI identifier and the dissemination terms and conditions.
It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.
Do not delete the preprint text.
Manuscripts Accepted for Publication
The editorial board of the “Measurement Standards. Reference Material”allows manuscripts that have been reviewed and are accepted for publication to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.
Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the “Measurement Standards. Reference Material”.
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Final Versions of Manuscripts

This version of the manuscript may be disseminated through:

Reference Material”, following the guidelines of the Committee on Publication Ethics (COPE) and the “Rules for Retraction” of the Association of Scientific Editors and Publishers (ASEP), adheres to the following retraction policy.
The goal of retraction is to inform readers about materials containing significant errors or unreliable data that cannot be trusted. Data unreliability may arise from honest mistakes or deliberate misconduct, such as duplicate publications, plagiarism, or undisclosed conflicts of interest that could distort data interpretation or recommendations for use. Retraction also serves to uphold scientific integrity by warning other researchers and readers against using the results of the retracted article in subsequent studies. Its primary function is to maintain the reliability of scientific research by removing misleading or inaccurate data from circulation. Retraction thus contributes to upholding high scientific standards and trust in published research, ensuring that only reliable and accurate data remain within the scientific community.
Grounds for Retraction
Articles may be retracted due to violations of scientific publishing ethics, including:
- Incorrect and/or unattributed borrowing (plagiarism);
- Duplicate publication in multiple outlets;
- Self-plagiarism;
- Falsification or fabrication of data (e.g., manipulation of experimental results);
- Identification of significant errors in the publication (e.g., incorrect interpretation of research findings), undermining its scientific value;
- Misrepresentation of authorship (including individuals who do not meet authorship criteria);
- Undisclosed conflicts of interest;
- Republishing an article without the author's consent;
- Republishing an article without the author’s consent;
- The article has not been peer reviewed.
- Other violations of publication ethics.
Retraction process
Retraction can be made at the request of the author(-s), by the decision of the Editorial Board or at the official request of various bodies (other journals, scientific organizations, etc.).
Retraction is carried out after a thorough check of the circumstances that led to the publication of inaccurate information. The decision is made at a meeting of the Editorial Board, taking into account all available facts and the possibilities of checking the publication for compliance with the requirements.
The Editor-in-Chief, members of the Editorial Board and Editorial Council take part in the meeting. The Editor-in-Chief may form an expert commission from among external experts. The editorial board meeting may operate in person and/or in absentia using technical means (Internet conference, e-mail, etc.).
The results of the activities of the Editorial Board are formalized in the minutes of the meeting, which indicate: Author(s)’ name(s), article title, journal name, publication details and DOI, the party initiating the retraction, grounds for retraction (e.g., plagiarism and/or duplication with references to the original source), date of decision and link to the article metadata page on the journal’s website containing the retraction notice and the full text marked as “RETRACTED.” The same mark is placed in the Contents of the edition. The reason for the retraction is explained below. The article is not mechanically removed from the electronic version of the journal or from the archive; the texts of the retracted articles remain with the appropriate mark.
The Editorial Board notifies the Author(-s) of the violation of publication ethics and launches the retraction procedure. The Author(-s) are allowed to express their consent or disagreement with the Editorial Board. In cases where the fact of violation of publication ethics (plagiarism, self-
plagiarism, falsification of data, violation of legislation, etc.) has been confirmed, the Editorial Board has the right to carry out a retraction procedure without the consent of the Author(-s). If the Author(-s) ignore the messages, the Editorial Board informs the Scientific Publication Ethics Council of the ASRI.
The Editorial Board sends retraction protocol to:
1) National Electronic Library (eLibrary.ru) and other bibliographic databases. While article information remains in the system, its indexing in databases like RSCI is removed, and the retraction note is appended;
2) ASEP’s Ethics Council for inclusion in the Retraction Database;
3) Relevant dissertation councils if the article is referenced in academic defenses.
Business model. Payment for publications. Access to full texts
The founder and publisher of the journal “Measurement Standards. Reference Material” bear all costs of production and publication of the journal, including the organization of expert assessment, Internet hosting and archiving. Authors are not charged for the publication of articles. Reviewing is not paid. The printed circulation of the journal is distributed by subscription. Full-text files of all archived and current editions of the journal are in the public domain on the website www.rmjournal.elpub.ru. The electronic version of the journal is an open access publication for readers.
A reference to the journal and the authors of the articles is mandatory when using the materials. Free reproduction of the journal materials for personal purposes and free use for informational, scientific, educational or cultural purposes is permitted in accordance with Articles 1273 and 1274, Chapter 70, Part IV of the Civil Code of the Russian Federation. Other types of use are possible only after the conclusion of appropriate written agreements with the copyright holder.

Advertising materials directly related to the scope of the journal may be published in the journal and on the website on a paid basis. Advertisers are responsible for the accuracy of advertising publications.
Advertising Policy
Advertisers and sponsors have no control over the decisions of the Editorial Board, regardless of the terms of advertising or other agreements. The journal has the right to refuse to place any advertisement for any reason. The decision to publish an advertisement can only be made with the participation of the Editorial Board and after consultation with the Editor-in-Chief. The content of scheduled issues and special supplementary issues is a subject to the sole discretion of the Editor-in-Chief and is not affected by sponsors or advertisers.
Advertised products must be oriented towards metrological practice, metrological education. All advertisements uniquely identify the advertiser and the product or service being offered.
Promotional content must be distinguished from articles and highlighted so that the difference between them is obvious. Advertising content must not be placed adjacent to any editorial article that discusses the advertised product and must not contain references to the edition of the journal in which it appears.
Advertising placed in the journal must not mislead. Advertising must not contain offensive language of a racial, religious or other nature.
